I want to flip the debate. A lot of clubs still have players who pay to play. A big problem is if they don't as the only sanction is to stop them playing which in turn leads to having to pull teams etc.
What rights have clubs go to withhold licenses through till next season? Can the leagues support teh cloubs? Can there be a gentlemen's agreement between clubs not to sign players who owe clubs money?
Is it just tough and we've got to manage the situation better? Is it a combination of all the above or is it just not an issue?

Providing you give players a letter when they signing informing them prior to any transfer taking place any fines outstanding or club items needing to be returned to the club.you do not have to sign a transfer as they owe a debt to the club and until it is cleared up they cannot sign for anyone else. This also means if they owe you money at the end of a season providing you send them a letter stating they have a outstanding debt you can stop them signing for another club until they have paid you your money.
