So why don’t they use players from WL D3 ? Plenty of good players there to be had.

They should just pick trefelins team. I.e Welsh league's greatest ever side!

All joking aside, Trefelin were a good side last season (3rd best in the division), so why do we pick our squad from the next tier down ? Good players at a few D3 clubs.

Don't know, researched UEFA regions Cup criteria as best I can. Seems only disqualified from playing, if you have ever been a professional player or if you have played in the top tier of your country's structure. So to me most WL Div 1 players down would be eligible for selection.
Must be FAW decision to make eligibility to below WL Div 3, why ?

Someone else commented that it was for Tier4 and below, which is WL D3.

Yes saw that comment, but can not see any tier mentioned in UEFA regions cup criteria. Criteria mentioned by UEFA is as stated above, as far as i can see. So my believe its either FAW or SWFA have decided to select players from South Wales Alliance League and omit players who qualify, but play in WL 1, 2 or 3.

Interesting, the 2 documents seem to be a little different. Maybe its just the FAW who have decided tier 4 and not UEFA? Cant see any reason why they would restrict their chances but no doubt there is good reason. I do think the further up the pyramid you go there will be less interest from players but also far more chance of players previously signing a professional contract or played WPL.
Im from Gwent and although the squad was never publicised, I believe the majority of players were playing Welsh League 3 in the most recent squads.
My understanding on your question above is if the player is registered at a club further down the pyramid that fits within the critera at the start of the competition then he is eligible for the remainder of the competition (2 Years). So as an example if a player is signed with an alliance club in October, the regions cup starts and then he transfers to a WL1 club, he is still eligible for the remainder of the competition.
